COVENEY PARISH COUNCIL
Minutes of the Ordinary Meeting held on Monday 6th December 2004 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, D Thorogood & V Ingham (from 8.40pm). Councillors S Thorogood, and T Maton. District Councillor, B Daters. Clerk, H Merrick and E Bourne

No members of the public were present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
V Ingham had drafted a Health and Safety announcement which should be read out in full to all councillors and any visitors. At subsequent meetings councillors should be asked if they are aware of the health and safety requirements for meeting in the Village Hall. The Announcement was Proposed by M Duffield and Seconded by S Thorogood.

2. APOLOGIES FOR ABSENCE.
Apologies were received from J Mumford. C Nix was absent.

3. MINUTES OF THE MEETING held on Monday 8th November 2004 were read, agreed and signed. Proposed by D Thorogood and Seconded by S Thorogood.

4. MATTERS ARISING.
Floodlighting - 9 Main Street, Coveney - ECDC approached - no planning permission required.
Flooding - Back Lane, Wardy Hill - D Thorogood to approach Julian Palmer regarding drainage works.
East Cambridgeshire Leisure and Tourism Strategy 2005-2008 Consultation Draft - S Thorogood drafted reply. Clerk to type and send.
Golf Range Lighting - J Mumford has monitored the lights and reported that the intensity of the lights have not increased.
Mud on Roads - This is causing a danger to pedestrians in areas without pavements. M Duffield to contact David Groom to arrange road sweeping at The Green, Wardy Hill. Clerk to send a letter out to local farmers to remind them to keep the roads clear.
Cambridgeshire and Peterborough Structure Plan 2003 - This document is of no immediate concern and will be kept on file.

6. PLANNING.
There were no planning issues

7. STREET LIGHTING AND HIGHWAYS.
Parking - Main Street, Wardy Hill. D Thorogood has drafted a letter to Mr Vale as the parking problem has not proved to be short lived. This letter is to be sent with a petition signed by local residents asking for permanent parking restrictions. Clerk to type and send letter.

8. REPORTS.
ECDC Parish Forum - This was attended by S Thorogood, V Ingham and J Mumford. S Thorogood reported on Anti Social Behaviour Orders. There is a three stage process - warning letters/parent contract/ASBO. This is being administered by a large committee and new department. The contact for ASBOs is Brian Tully. V Ingham reported further information later in the meeting.
Neighbourhood /Countryside Watch - There were no reported crimes in the Parish. Operation Dornier is continuing.
There have been tack thefts in South Cambridgeshire.
On Saturday 4th December at 2.16pm a Vauxhall Estate P986 OLW was seen acting suspiciously in School Lane, Coveney. Please contact S Thorogood if spotted acting suspiciously.
Neighbourhood Watch is recruiting new co-ordinators; please contact S Thorogood if you are interested.
There is a new Neighbourhood Watch telephone number - 0845 456 4564. Clerk to put a notice on the notice boards.

9. RUBBISH
Fly-tipping - Rubbish has been dumped on the A142 Lay By. Clerk to contact G Tickner.

Meeting closed 8.05pm for Christmas refreshments and to thank Mrs E Bourne for all of her hard work and dedication in the role of Clerk.

10. CORRESPONDENCE
Parish Path Partnership - It was decided that the council would not join the Parish Path Partnership.
Cambridgeshire Youth Service Questionnaire - This has been distributed to students at Witchford Village College regarding provision of a Youth Club in Coveney.
Mick Oliver re: Youth Club - Mick Oliver is to be invited to attend the January meeting with an update on provision for a Youth Club. R Dyer to be contacted when M Oliver's attendance has been confirmed.
East Cambs Community Safety Partnership - Strategy Consultation Event - No councillors are able to attend. Clerk to request minutes.
Cambridge Open Out Scheme - given to Tim Illingworth for publication on Coveney website.
ECDC Office Accommodation - D Thorogood to attend meeting.
CCC Corporate Plan 2005-09 - D Thorogood to study document.
Standards Board for England Lobby Groups, dual-hatted members and the Code of Conduct - new literature received and distributed.
Cambridgeshire Fire and Rescue Authority Refocusing the Service - new literature received and distributed.
East Cambs On-Line Community Access Point - request to attend meeting passed to Julie Nix.
CALC East Cambs Association Meeting - Clerk to put on next month's agenda.
CALC November Bulletin - distributed.
8.40pm V Ingham joined the meeting.
CALC Quality Parish Initiative Questionnaire - completed by the Council.

8. (continued) REPORTS
ECDC Parish Forum - V Ingham reported on recycling and budget. There is a need to do more recycling with a target of 50% and it was suggested that weekly collections could alternate between black bags one week and recycled rubbish the next. Wheely bins are at present too costly. It was reported that East Cambs council tax is £50 below the national average.

12. RISK ASSESMENT
Councillors gave their completed forms to V Ingham. A stile has been installed by N Fyfe to replace a gate in Camping Close fence. Councillors to discuss if this should be adopted by the Parish Council. To be put on next agenda.
