Minutes of the Ordinary Meeting held on Monday 10th January 2005 at 7.30pm in the Village Hall, Coveney.

MINUTES OF THE MEETING held on Monday 6th December 2004 were read and agreed with one addition.

D Thorogood was to go through some old papers from the retiring clerk to decide if they needed to be kept. The Minutes were then signed. Proposed by D Thorogood and Seconded by S Thorogood.

MICK OLIVER - YOUTH CLUB
| ||||||||
|
M Oliver reported on a project covering Sutton, Mepal, Witcham and Coveney for a Youth Festival and Youth Clubs for three years. If he is successful in applying for a grant for the whole project he can provide a Youth Club in Coveney for 40 weeks per year at a cost of £1000 per year for three years. This would be for a minimum of 10 children 11-16 years old, with young people, over 16, working as volunteers. The club would have structured sessions, professional youth workers and all over 16's would have police CRB checks. R Dyer said that £517 remains the former Youth Club account. D Thorogood and R Dyer (signatories for the account) agreed that this money can be used to pay for insurance for the Youth Club for the next three years. The Parish Council agreed in principle to the idea of the Youth Club. The decision was deferred until section 11 Finance on the agenda.

Old Documents - D Thorogood went through a box of old documents from the retiring Clerk. He went through the list of papers and the Councillors agreed whether to keep them, archive them or destroy them. C Nix also has a box of old Parish Council paperwork which D Thorogood agreed to go through.

Flooding - Back Lane, Wardy Hill - D Thorogood to approach Julian Palmer regarding drainage works.

CCC Corporate Plan 2005-09 - No action to be taken.

Mud on Roads - M Duffield approached D Groom who referred her to Cleanaway. They said that the mud is the farmers' responsibility. Clerk to contact ECDC Environmental Health regarding the mud blocking drains. Clerk to contact D Groom regarding mud (and verges) encroaching on to road at Lane Farm and Jerusalem Drove.

PLANNING.

ECDC has informed the Parish Council of a site visit to Hurst Farm, West Fen Road (Little Downham Parish) which could affect Coveney Parishioners.

STREET LIGHTING AND HIGHWAYS.
| ||||||||
|
Bridge Railings - Ed Thornton is checking to find out who is responsible for bridge railings. If Highways is responsible they will be replaced where necessary. If Highways is not responsible he will find out who is responsible and ask them to carry out repairs.

Emergency Diversions - Clerk to find letter regarding diversions if the A142 is closed and give to V Ingham.

|
East Cambs Environment and Transport Committee - D Thorogood attended this meeting. The current speed limits in Wardy Hill comply with County standards.

Neighbourhood /Countryside Watch - S Thorogood reported that a car had been broken into by having it's passenger side quarterlight smashed. Operation Dornier continues with 155
offenders being taken to court. A light green BMW J873 PTF has been seen acting suspiciously.

The Police have warned people about rogue traders in the area offering to tarmac driveways and then overcharging for the job. The Charity Commission has warned people about fake charity clothing collections for tsunami victims; please take any clothing to an established charity shop.

Fly-tipping - Green rubbish has been dumped on the A142 Lay By. Tyres have been dumped between Witcham and Wardy Hill. Clerk to contact G Tickner.

Parish Precept Budget Setting Year Ending 31 March 2006 - the Councillors agreed that the Precept should be increased to cover the £1000 per year cost of the Youth Club. It was
decided that the Precept for the Year Ending 31 March 2006 should be set at £8500. Proposed by J Mumford, seconded by S Thorogood and agreed by all councillors.
