COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 7th February 2005 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, D Thorogood & V Ingham . Councillors S Thorogood, C Nix J Mumford and T Maton. Clerk, H Merrick

7.20-7.30 Open Forum

M Oliver and Leanne were present from 9.05pm to 9.40pm.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies were received from B Daters and A White.

3. MINUTES OF THE MEETING
held on Monday 10th January 2005 were read, agreed and signed.

4. MATTERS ARISING.
Camping Close Stile - C Nix to speak to N Fyfe.
Old Documents - D Thorogood has handed in some old documents to be archived at the County Record Office. C Nix also has a box of old Parish Council paperwork which D Thorogood agreed to go through. Clerk to look for old minutes in the filing cabinet for archiving.
Flooding - Back Lane, Wardy Hill - Julian Palmer is going to look at what action needs to be taken.
Environment and Transport Area Joint Committee - D Thorogood to attend next meeting on 4th April 2005.
Missing Bridge Railings - E Thornton is looking into the missing railings.
A 142 Traffic Diversion - No change can be made to the plans if the A142 is closed.
Vandalism and Safety Notices - These have been posted in the MUGA by V Ingham.
Parking Main Street, Wardy Hill - The petition can be presented to the Environment and Transport Area Joint Committee and the person presenting the petition can speak for three minutes. As D Thorogood is a member of the committee he cannot present the petition: M Duffield is to check to see if she is available to present the petition. The Parish Council will continue to monitor parking as all of the houses have now been sold. Clerk to give D Thorogood copies of Peter Vale's last letter and the petition letter.
Youth Club Funding - M Duffield is looking into alternative sources of funding for the Youth Club.
Mud on Roads - Clerk has spoken to Ed Thornton; There will be a programme of surface dressing taking place this summer from Witcham through Wardy Hill to Coveney which will deal with any verge encroachment. Other roads will be monitored when verge cutting begins in April.

5. PARISH PLAN
Letter from Countryside Agency to be passed to S Nix. A draft questionnaire has been piloted. Clerk to put the Parish Plan questionnaire as a agenda item at the next meeting.

6. PLANNING.
The minutes from the extra-ordinary meeting on Sunday 30th January 2005 at Site South of 14 Main Street, Coveney were read and agreed with the amendment that the wording "all Councillors" be changed to "all Parish Councillors" as B Daters did not vote. The minutes were signed.
East Cambs Local Plan - Councillors agreed that any development in Coveney needs to be sympathetic to the village and in the correct place; open spaces need to be kept. Questions regarding development should be included in the Parish Plan questionnaire.

7. STREET LIGHTING AND HIGHWAYS.
Street Signs - The street sign at Jerusalem Drove has not been replaced and the Public By Way sign at Sedge Fen Drove at Green Corner is missing. Clerk to look for previous correspondence and chase up.
CCC Jointly Funded Minor Highways Improvements Programme 2005-06 - Coveney has not been included in this scheme.

8. REPORTS.
Neighbourhood /Countryside Watch - S Thorogood reported that there has been no reported crime in the Parish. A Light coloured Ford Escort K988 TRT has been seen parked outside the church once a week; please report any sightings to S Thorogood. A yellow escort with blacked out windows has also been seen regularly parked in a lay-by. On 15th February Police are having a drive on vehicle crime at Tesco car park. Operation Dornier is an outstanding success with farmers and Police working together.

9. RUBBISH
Fly-tipping - Bricks and rubbish in the bushes has been dumped on the A142 Lay By. Clerk to contact G Tickner.
Rubbish Bins - Rubbish bins in the Parish have not been emptied regularly - Clerk to contact G Tickner.

10. CORRESPONDENCE
CALC Conference Quality Parish Initiative & New Clerks Contract - No Councillors yet available to attend.
East of England Plan Consultation - no action needed
Green Waste collection - Collection due to start in Coveney in March.

11. PARISH COUNCIL EMERGENCY PROCEDURES
V Ingham is to send a draft copy to Clerk . Clerk to fill in required details.

12. VILLAGE HALL 40TH ANNIVERSARY 21ST MAY 2005
The Village Hall committee has asked the Parish Council for volunteers. The Parish Council has agreed in principle.

13. TRAFALGAR WEEKEND 21/23 OCTOBER 2005
The Village Hall Committee has agreed in principle to help the Parish Council run this event. A guide for Trafalgar Weekend events is to be issued in March.

14. FINANCE
Financial Reconciliation - Presented to Councillors.
Income - None received.

4. MATTERS ARISING (CONTINUED)
Youth Club. M Oliver came to report that the grant for the Youth Club project has been approved and the club will start after Easter. A leaflet drop to houses in the Parish will take place in half-term week. T Maton agreed to be Parish Council contact for the Youth Club.

Completed copies of the risk assessment have been give to the clerk. The next risk assessment will be in late May.

Clerk to give Parish Councillors copies of latest Register of Electors.
