COVENEY PARISH COUNCIL

Minutes of the Annual General Meeting held on Monday 9th May 2005 at 7.55pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, D Thorogood & V Ingham . Councillors S Thorogood, C Nix, J Mumford and T Maton. District Councillors, B Daters and A White. Clerk, H Merrick

There were no members of the public present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
There were no apologies for absence.

3. ELECTION OF OFFICERS
Chair - M Duffield was nominated by V Ingham and thanked for the excellent job she has done, seconded by J Mumford
Vice Chair (1) - V Ingham was nominated by D Thorogood, seconded by J Mumford.
Vice Chair (2) - D Thorogood was nominated by V Ingham, seconded by T Maton.

4. DECLARATION OF ACCEPTANCE OF OFFICE AS CHAIRPERSON
M Duffield accepted the office of Chairperson and thanked the members of the Parish Council for their support.

5. MINUTES OF THE MEETING
held on Monday 11th April 2005 were read, agreed and signed.

6. MATTERS ARISING.
Flooding , Back Lane, Wardy Hill - Anglian Water has checked the sewer and the runs are clear. The standing water has been tested and is ground water not sewer water. A Parishioner has reported that it is runoff water which is not the responsibility of Anglian Water. V Ingham is to draft a letter to D Groom and arrange a meeting with Cambridgeshire County Council and Internal Drainage Board.
Unemptied Litters Bins - The litter bin near the Church has been emptied.
Parish Council Papers - D Thorogood passed an acknowledgement for receipt of missing parish council records to the Clerk.
Youth Club Funding - The Clerk has sent details of the Youth Club to East Cambs District Council to find out about a grant to fund the club. The Clerk has also received an application form for the Local Network Fund.
Camping Close Stile - S Thorogood has reported the rotting plank to N Fyfe.
Verges in Coveney - D Thorogood has spoken to Maggie Camp who will be sending the Parish Council a letter.
Missing Bridge Railings - The damaged bridge railings have been removed by the Internal Drainage Board. Parish Councillors are concerned that the road marker posts are inadequate and that the railings should be reinstated. Clerk to write letter to Internal Drainage Board.
Letter to Residents of New Houses in Wardy Hill - The Clerk has spoken to a resident of one of the new houses who found the letter unwelcoming. The resident assured the council that they do not park on Main Street.
Grass Verge cutting - D Groom has passed on the comments regarding the poor standard of grass cutting on to the contractor involved. A Parishioner has complained about the condition of the footpath along Main Street, Wardy Hill. Cambridgeshire County Council will be resurfacing the footpath.
Recycling Collections - East Cambridgeshire District Council are reviewing the blue tickets used by the collection crews. They will be taking steps to ensure that all householders understand the changes to the recycling collections in the future as they have no wish to alienate those who recycle.
Grass Cutting, Wardy Hill - M Duffield and her husband have been cutting the grass on Wardy Hill green since 1986 and would now like some volunteers to go onto a rota to help. Clerk to put a request in the Parish Magazine.
Service of Remembrance - M Duffield thanked all of those who attended the Service of Remembrance for the Lancaster Bomber crew who crashed in the second world war. She also thanked those who provided refreshments after the service.

There were no incidents reported.

8. CORRESPONDENCE
Circulation Envelope (April)
- There were no comments about the contents of the circulation envelope.
CALC District Association Meetings - No action needed.
Cambridgeshire County Training Partnership - Bursary available for Clerk training.
Trafalgar Weekend : Your Guide to Taking Part - Given to S Thorogood.
Little Downham Parish Plan - Passed to Parish Plan Group.
Administration of Claims for Parish Plan Grants - Passed to Parish Plan Group.
Joint Parish Forum - D Thorogood to attend.
Mepal Parish Council, Trafalgar Weekend - Mepal Parish Council have enquired about a joint event for Trafalgar Weekend. S Thorogood to speak to them.

9. RISK ASSESSMENT
V Ingham is still collecting completed forms. A piece of window trim has come unstuck in the Coveney telephone box; Clerk to report to BT. V Ingham is to look at the condition of the igloo in the Play Area.

10. COVENEY YOUTH CLUB
T Maton attended a meeting with M Oliver about the Youth Club and Youth Festival. The Youth Festival will take place on 2nd/3rd July. Coveney Youth Club needs to have a logo: Initially the village sign will be used. S Thorogood will organise a logo competition for young people in the Parish at the Church fete. Four young people attended the launch day at Grafham Water and four were at the Saturday disco. The youth leaders at the club are Daniel and Samantha. M Duffield thanked T Maton for being the contact for the Youth Club.

11. ANNUAL AUDIT FOR YEAR ENDING MARCH 2005
The Clerk presented the Councillors with the year end bank reconciliation, the Annual Return and a sheet showing an explanation of significant variances in Section 1. The Clerk had completed Section 1 of the Annual Return. This was signed by H Merrick and M Duffield. M Duffield then read out the Statements in Section 2. The answers to all statements were "yes" so Section 2 was also signed by H Merrick and M Duffield. G Whitfield, the Internal Auditor was due to start the audit the following day.

12. FINANCE
Financial Reconciliation - Presented to the Council.
Income - Income received in April was £206 from the Play Area Committee for half of the cost of the Play Area grass cutting in 2004 and £4250 from East Cambs District Council for the first instalment of the 2005/06 precept.

Trafalgar Dinner - The Parish Council has agreed to subsidise the Trafalgar Dinner at up to £3 per head up to a maximum of £100.
Village Pond Working Group Expenses - These will be submitted at a later date.
Archiving Parish Council Papers Workshop - Not needed.
Parish Council Bank Accounts - A form was signed by the Councillors to enable the bank statements to be sent to the Clerk's address. They also signed a letter to allow the Clerk to transfer money between the Parish Council's current account and deposit account.
