COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 13th June 2005 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham . Councillors S Thorogood, C Nix, J Mumford and T Maton. District Councillor, A White. Clerk, H Merrick

There were no members of the public present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from Brenda Daters and David Thorogood.

3. MINUTES OF THE MEETING held on Monday 9th May 2005 were read, agreed and signed.

4. MINUTES OF THE MEETING
held on Saturday 21st May 2005 were read, amended to show J Mumford was in favour of the application, agreed and signed.

5. MATTERS ARISING.
Parish Council Papers - M Duffield is to pass old Parish Council papers on to D Thorogood for archiving when she has finished using them.
Verges in Coveney -  D Thorogood is waiting for a reply from Maggie Camp.
Flooding, Back Lane, Wardy Hill - V Ingham presented a report to the Councillors concluding that the seasonal flooding does not affect any properties and any drainage work would damage the beauty of the lane.
Service of Remembrance - A Parishioner has complained that the Service was not well publicised.
Joint Parish Forum - No councillors were able to attend.
Mepal Parish Council, Trafalgar Weekend - S Thorogood is still trying to contact Mepal Parish Council Chair.
Risk Assessment - Igloo needs work see item 9 below.
Youth Club - Transport will be provided for the young people to attend the Sutton Youth Festival.
Clerk Intensive Training Course - The Clerk has attended the first day of the training course on 10th June and will attend the second day on 22nd July. She will give a report to the Councillors when she has completed the course.
Damaged Telephone Box - The telephone box has been repaired.
Missing Bridge Railings - Cambridgeshire County Council have erected black and white markers where the damaged bridge railing have been removed. The fencing will not be replaced as it is pedestrian not safety fencing.
Youth Club Funding - The Clerk will complete an application form for the Local Network Fund.
Annual Parish Meeting - It was suggested that reports are received from the PCC and Methodist Chapel.

6. NEIGHBOURHOOD WATCH
There were several incidences of vandalism on the 14/15th May through Coveney.
A young person has been seen damaging the Play Area. If there is no improvement in behaviour in the next month it is proposed that the Parish Council writes to Hereward Housing.
On 5th June diesel was stolen from Little Close Farm.
On 6th June at 4 Main Street, Coveney, the occupants of a white transit van (with a ladder up the back) were seen entering the garden.
Quad bikes have been stolen from a farm at Wayhead.
PC Treharne, Sutton beat officer, has asked for the Parish Council to suggest a problem to tackle in the Parish. It was suggested that he investigates the mindless vandalism. Clerk to e-mail him to ask him to contact S Thorogood and also the Youth Club.                                    

7. RUBBISH
There were no incidents reported.           

8. CORRESPONDENCE
Circulation Envelope (May) - There were no comments about the contents of the circulation envelope.
Summer Activities Roadshow - Roadshow confirmed for Monday 25th July. Clerk to check the age group and publicity for this event. Clerk to put up posters on notice boards.
Jointly Funded Minor Highways Improvements 2006/07 - It was agreed that this was not needed.
Local Development Framework - Meeting with East Cambs District Council on 10th August 2005. Approximately 4 councillors will attend. Clerk to reply. Clerk to print out source documents from Office of Deputy Prime minister. District Council document circulated.                 
Village of the Year Competition - Invitation declined.
Cambridgeshire and Peterborough Minerals and Waste Development Plan - Issues & Options Consultation - The Clerk has read this document on-line as it is 100+ pages long. There are no proposed sites in the Parish .

9. RISK ASSESSMENT
V Ingham is going to check that he has all the completed forms. The Play Area inspection report has identified a number of medium and low risk items. Clerk to request a program of maintenance from A Smith.

10. FOOTPATHS
Wayside markers have been put up on 31st May on Footpath no. 2. Grudges Bank track has become waterlogged; Clerk to write to A. Davidson, Cambridgeshire County Council.            

11. PARISH PLAN
There is meeting on 14th June. The response, so far, has been poor. M Duffield to give an update at the next meeting.

12. ANNUAL AUDIT FOR YEAR ENDING MARCH 2005
G Whitfield, the Internal Auditor has completed his internal audit. His report was read out to the Councillors. Councillors were asked to read the Standing Orders which will be reviewed at the next meeting.

13. FINANCE
Financial Reconciliation  - Presented to the Council.
Income - Income received in May was £59 from the Play Area Committee for the Playground Inspection.

14. DATE AND TIME OF NEXT MEETING
Monday 25th July 2005 at 7.20pm. A planning meeting has been called for Friday 17th June at 6.30pm.

The meeting closed at 9.05pm.
