COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 25th July 2005 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham . Councillors S Thorogood, C Nix (from 7.45pm), J Mumford and T Maton. District Councillor, B Daters (from 7.45pm). Clerk, H Merrick

T Illingworth and S Nix were present until 7.55pm.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from A White. B Daters and C Nix apologised for their late arrival.

3. MINUTES OF THE MEETING
held on Monday 13th June, Friday 17th June and Saturday 16th July 2005 were read, agreed and signed

4. MATTERS ARISING.
Parish Council Papers - D Thorogood has received 2 books of old minutes for archiving from M Duffield.
Verges in Coveney - D Thorogood is waiting for a reply from Maggie Camp.
Flooding , Back Lane, Wardy Hill - Monitor for deterioration. Clerk to write to A Davidson regarding grass cutting and drainage.
Rubbish - has been dumped on West Fen Road and rubbish has been dumped near Cuckoo bridge. Clerk to contact G Tickner. Clerk to write to CCC to request extended opening hours for Grunty Fen Household Waste and Recycling Centre.
Grundges Bank - V Ingham to provide an Anglian Water Drains map.
Camping Close Stile - S Thorogood has spoken to N Fyfe. As the stile is not on a footpath it will not be repaired and the brambles will be allowed to grow over it.
Youth Club - A Youth Club logo has been designed in a competition. M Oliver has not returned calls to S Thorogood and T Maton. M Duffield will speak to M Peck and request some feedback regarding the club.
Golf Range Lights - The Golf Range lights have been on frequently after 9pm. J Mumford to give the Clerk details of times and dates. Clerk to write to the Golf Range.
Item 11 was discussed next.

11. PARISH PLAN
T Illingworth and S Nix presented a report on the Parish Plan questionnaire. 40% of households have responded. A copy of the report is attached.

5. NEIGHBOURHOOD WATCH
Last weekend a caravan was stolen from Witcham and also items have been stolen from a house in Witcham.
CLERK'S INTENSIVE TRAINING COURSE
The Clerk presented a report from the Intensive Training course detailing recommendations for the Parish Council's consideration. A Copy is attached with actions detailed in bold type. The Parish Council agreed that the Clerk should apply for a bursary for training for the Certificate in Local Council Administration (CiLCA)

6. PLANNING
Application for full planning permission for the construction of a two story side extension at Biddles Pingle, Gravel End, Coveney Councillors had no objections.
Outline planning permission for house, garage, and retaining access to rear paddocks at Plot Adjacent to Biddles Pingle, Gravel End, Coveney - Application approved by ECDC.
ECDC letter regarding Certificates of Lawfulness - No action.

7. EAST CAMBS JOINT ENVIRONMENT AND TRANSPORT COMMITTEE MEETING
D Thorogood attended the meeting on 4th July. Heavy goods vehicle traffic in Sutton was discussed. The proposed parking charges in Ely were also discussed. Parish Councillors agreed that the parking charges would be unfair to Parishioners as there is little public transport from the Parish. Also independent traders in Ely would be disadvantaged. Clerk to write to ECDC and Ely Perspective to object to the proposed charges.

8. CORRESPONDENCE
Circulation Envelope (June) - There were no comments about the contents of the circulation envelope.
Local Development Framework - Issues and Options papers have been received and passed to D Thorogood to read before the meeting on 10th August.
Changes to Mobile Library Routes - CCC have proposed an slight amendment to the timetable for the mobile library. Councillors had no objection to this small change. Clerk to reply asking for notification when the change will occur.
BT/ECDC Proposals to re-align payphone provision - BT have proposed that the two payphones in the Parish are changed to cashless facilities. Councillors objected to this as cashless payment options may prevent some Parishioners from using the payphones. Clerk to write to BT, ECDC and Ofcom.
Smiths Gore - Allotments - Smiths Gore has reported a considerable amount of weed beet in the sugar beet crops on the allotments. Clerk has written to all tenants.
Anonymous letter - A letter has been received regarding a planning issue. Coveney Parish Council will disregard any anonymous letters. If the Parishioner would like to write to the Clerk including their name and address, the Council will consider the issue raised in this letter.
4 Corners Youth Festival - The youth festival held on 2/3rd July was a great success with over 450 people attending.

9. RISK ASSESSMENT
V Ingham gave the Clerk some completed risk assessment forms. The Play Area committee has only got two members ; A Smith and J Nix. T Maton is to speak to A Smith regarding the Play Area Inspection.

10. STANDING ORDERS
Parish Councillors have reviewed the Standing Orders. The current Standing Orders were re-adopted: Proposed by C Nix and seconded by M Duffield and agreed by the Council.

12. ANNUAL AUDIT FOR YEAR ENDING MARCH 2005
The Clerk has submitted the Annual Return to Moore Stephens and its receipt has been acknowledged.

13. FINANCE
Financial Reconciliation - Presented to the Council.
Income - No income was received in June.
