Minutes of the Ordinary Meeting held on Monday 12th September 2005 at 7.30pm in the Village Hall, Coveney.

Anthony Nix gave a talk about a conservation area appraisal for Coveney which he has compiled.
This details the features which make the village special. The Parish Council could
use the appraisal to help to influence future planning policies.

MATTERS ARISING.

Grudges Bank - V Ingham to provide an Anglian Water Drains map. K Keefe from CCC has
inspected the area.

Golf Range Lights - A letter has been received. The lights have been on longer
than usual as they have had equipment stolen and have had to use the
lights later than usual. They have planted poplars and conifers which
should stop the main glare.

Back Lane, Wardy Hill - Clerk to contact K Keefe at CCC regarding grass cutting.

Parish Council Papers - D Thorogood gave the Clerk a receipt from the County
Archivist for Parish Council papers.

Streetlights in Coveney - Clerk to give V Ingham a copy of the Parish Council's streetlights.

NEIGHBOURHOOD WATCH

No crime has been reported. A new Countryside Watch rural crime initiative is
being set up to cover hare coursing, fly tipping and other rural crime.

RUBBISH

|
An old sofa bed has been dumped in the bushes at Cuckoo Bridge. A bath has been dumped
at Cut corner. Clerk to report to G Tickner.

COMMUNITY ARCHIVE

|
S. Thorogood has requested further information regarding setting up a community archive.
The project will require a sub-committee. Clerk to put on the agenda in October.

HIGHWAYS/FOOTPATHS
| ||||||||||||||||
|
There has been a small amount of damage to Short Causeway but no action is needed. There
has been damage to the footpath between the kissing gate and telephone box, Main
Street, Coveney and also opposite number 8 School Land, Coveney. Clerk to report
to Highways and also thank them for the footpath resurfacing in Wardy Hill.

Residential occupancy of mobile home, Land off Old Lynn Drove, Way Head. - Certificate
of Lawfulness issued. The site is now for sale. The sales details show the verge being included
in the site. The Clerk has written to D Groom to ask him to investigate.

YOUTH CLUB

|
S. Thorogood has received a report about the Youth Club. The Youth Club has around
15 members with an average attendance each week of 10 young people. As well as standard
youth club activities, such as darts, pool, cooking, computers and sports, the young
people learnt to play samba drums.

supporting Coveney Parish Council's objection to removal of cash payment facilities.

Play Area - A working party has carried out repairs and maintenance to the Play
Area. Clerk to write to thank Parishioners who helped.

sheets. Clerk to review.

LDF MEETING

|
D Thorogood attended the Local Design Framework meeting on 10th August. The initial
questionnaire responses have been drafted by D Thorogood and will be reviewed by M Duffield.

QUALITY PARISH STATUS
| ||||||||||||||||
|
CALC have some guidance available for gaining Quality Council status. A quarterly newsletter
is required for Quality Status; Councillors were asked to prepare articles for the next meeting.
