Minutes of the Ordinary Meeting held on Monday 10th October 2005 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham and D Thorogood. Councillors S Thorogood, C Nix, T Maton and J Mumford (until 9.15pm). District Councillors, B Daters and A White (from 9.10pm). County Councillor, P Bailey. Clerk, H Merrick

1.	HEALTH AND SAFETY ANNOUNCEMENT.
	The Health and Safety announcement was read out by the Clerk
2.	APOLOGIES FOR ABSENCE.
	Apologies for absence were received from A White who was attending the Mepal Parish Council meeting.
3.	MINUTES OF THE MEETINGS
	held on Monday 12th September and Saturday 1st October 2005 were read, agreed and signed.
5.	MATTERS ARISING.
	Local Development Framework - questionnaires completed and returned. D Thorogood to approach the Planning department at ECDC regarding the possibility of a conservation area or design statement to be included in the Local Development Framework.
	Verges in Coveney - Maggie Camp is still investigating. Verges have not been cut. Clerk to contact D Groom.
	Grudges Bank - reported to Anglian Water.
	Back Lane, Wardy Hill - M Duffield to inspect.
6.	NEIGHBOURHOOD WATCH
	No crime has been recorded in August and September. Three youths harassed a Parish Councillor in the Village Hall on 8th October.
7.	RUBBISH
	The sofa bed dumped in the bushes at Cuckoo Bridge and the bath at Cut Corner have not been cleared. Wooden pallets and plastic bags have been dumped in the A142 lay by. Clerk to report to G Tickner. P Bailey is to investigate extending the opening hours at the Grunty Fen Household waste site.
8.	COMMUNITY ARCHIVE
	This project is to gather information from Parishioners. The project is self funding and will need no funds from the Parish Council. A sub committee will be formed to facilitate the project.
4.	GUEST SPEAKER
	PC Tudor Treharne, Community Beat Officer, spoke to the Councillors about his responsibilities and asked for one area of concern to concentrate on. The Councillors decided that anti social behaviour, vandalism and suspected drug dealing should be targeted. PC Treharne asked that any suspicious behaviour or vandalism should be reported using the non-emergency telephone number (0845 456 456 4).
9.	TRAFALGAR DINNER UPDATE
	51 tickets have been sold for the Trafalgar dinner. Mr & Mrs C Nix have donated cheese and biscuits. S Thorogood asked for raffle prizes from all Parish Councillors and that Parish Councillors attending the Dinner arrive by 6.55pm.
10.	VILLAGE POND WORKS PARTY
	The Parish Councillors will be holding a works party to work on the village pond on Saturday 12th November at 10am.
11.	DISPOSAL OF STORAGE UNIT
	There is a former storage unit which is no longer required at the side of the Village Hall. Clerk to contact G Tickner.
12.	CORRESPONDENCE
	Circulation Envelope (September) - Clerk's SLCC membership - not needed at the moment. Conservation report - Coronation seat near bus stop needs linseed treatment. D Thorogood to treat.
	CCC Bus Service Tenders - for information.
	CALC - Draft East of England Plan - no action needed.
	ECDC Local Development Framework - acknowledgement of receipt of questionnaires and extended public consultation.
	CCC Priorities and Budget Strategy - questionnaire completed.
	The Countryside Agency - Map of Registered Common Land & Open Country - C Nix to check if Coveney Parish Council have registered ownership of Camping Close with the Rural Land Registry.
	Mr R Bye - Request to vacate allotments - Councillors agreed to allow Mr Bye to give notice and Mr Roger Lucas to take over the allotments for one year. The allotments will be advertised in the Parish in summer 2006.
	CCC - Re: verge at Old Lynn Drove, Wayhead - Highways have advised Cheffins of the correct highway boundry. The property is believed to have been sold to a Parishioner.
	ECDC Newspaper Delivery - passed to Village Hall committee.
13.	RISK ASSESSMENT
	Review Risk Assessment sheets - Clerk has reviewed the sheets. V Ingham to add street lights and amend the bridge railings as some have been removed.
	Play Area - The bushes have been replaced on the swings. The fence and igloo are still outstanding.
14.	PLANNING
	05/00820/FUL Application for construction of garage at Hale Fen House, 1 Hale Fen Lane, Wardy Hill - approved by ECDC.
	05/00787/FUL Application for construction of two storey side extension at Biddles Pingle, Gravel End, Coveney - refused by ECDC.
	A White joined the meeting.
15.	QUALITY PARISH STATUS
	Clerk to draft a layout for the quarterly newsletter. Articles suggested were Trafalgar Dinner (S Thorogood to write), Pond Works party, Lancaster Bomber commemoration (D Thorogood to write), Parish Plan and future village events.
	J Mumford left the meeting.
16.	FINANCE
	Financial Reconciliation - Presented to the Council.
	Income - Allotment rents £3876.75 and Precept £4250 from ECDC.

	Trafalgar Dinner - Expense claim to be submitted in November.
17.	BUDGET SETTING 2006/07
	The Councillors reviewed the budget for 2005/06 and agreed that the estimated Precept for 2006/07 should remain at £8500. Clerk to send estimate to ECDC.
18.	ADMINISTRATION
	Allotment payments received - all invoices have been paid.
	Staff Appraisal - M Duffield carried out the Clerk's annual appraisal and gave a short verbal report to the Councillors.
