COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 14th November 2005 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham, Councillors S Thorogood, C Nix, T Maton and J Mumford . District Councillor, A White. Clerk, H Merrick

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from D Thorogood (personal reason) and B Daters who was attending the Mepal Parish Council meeting.

3. MINUTES OF THE MEETINGS held on Monday 10th October and Sunday 30th October 2005 were read, agreed and signed.

4. MATTERS ARISING.
Grudges Bank - Will be closed while pipe is repaired by Anglian Water..
Back Lane, Wardy Hill - K Keefe is getting quotes to clear the scrub back.
Verge Cutting - Verges have not been cut. Clerk to contact D Groom.
Verges in Coveney - Verge at School Lane has been inspected by Cambridgeshire County Council who have no objection to the work carried out.
Coronation Bench - D Thorogood is waiting to oil the bench.
Village Pond Works Party - The works party have carried out maintenance on the pond. Clerk to put article in Parish Magazine before spring tidy-up.
Camping Close - Was registered with Land Registry in 1998.

5. NEIGHBOURHOOD & COUNTRYSIDE WATCH
No crime has been recorded in October. Antisocial behaviour from young people is to be monitored. E-cops information included in the Circulation envelope. The Rural Crime Initiative has been set up (telephone number 01480 422603). Please contact them with any information regarding fly-tipping and hare coursing.

6. RUBBISH
Green rubbish has been dumped at Cut Corner. An old bike has been left in the passing place by the Sewage works. Clerk to report to G Tickner.

7. HEDGES
Camping Close hedge has not been cut. The hedge by Old School House has grown too high, blocking out the view. C Nix to draft a letter.

8. COVENEY CONSERVATION AREA APPRAISAL
D Thorogood has spoken to R Burton: Coveney has a good case. This would take approximately 5 years. Clerk to contact R Burton to find out if there is a guide to Conservation Areas.

9. FIREWORKS
Some of the fireworks in the Village were very loud and disturbed animals. Clerk to put articles in Parish Magazine and Newsletter asking Parishioners to inform their neighbours of any fireworks parties.

10. PLAY AREA GRASS CUTTING
MJS Garden Services are to do one more cut week commencing 14th November.

11. DISPOSAL OF STORAGE UNIT
G Tickner suggested ERM in Snailwell would take the storage unit. V Ingham to inform R Dyer.

12. CORRESPONDENCE
Circulation Envelope (October) - no comments
CALC Joint Parish Forum - D Thorogood and J Mumford to attend.
D, J and A Easey - given notice on 5 allotments. To be advertised next summer.
ECDC new East Cambridgeshire District Guide - Current entry acceptable; Population numbers need to be amended. Clerk to contact ECDC.
Cambridgeshire ACRE village hall network - passed to Village Hall Committee.
Bottisham Village College - request for donations. Clerk to write to turn down donation request.

13. RISK ASSESSMENT
Risk Assessment sheets - V Ingham distributed the risk assessment sheets.
Play Area - The fence and igloo are still outstanding.

14. PLANNING
Agricultural buildings at junction of Jerusalem Drove and The Green, Wardy Hill - no action to be taken
05/01142/FUL Application for replacement dwelling with triple garage at 8 Main Street, Wardy Hill. Applicant Mr K Houghton. Clerk to write to ECDC with Council's comments and objections.
E/05/01116/OUM Proposed Mereham Development south of A1123 west of A10 - Plans are available for inspection at ECDC.
05/01006/FUL Application for single storey extension to rear of 4 Main Street Coveney. Applicant Mr & Mrs B Hawkins: Approved by ECDC

15. QUALITY PARISH STATUS
The Clerk distributed a draft of the newsletter. J Mumford (Lancaster bomber remembrance) and D Thorogood (pound and pond works party) to write short articles. Clerk will prepare the newsletter and pass to M Duffield for proof reading and copying.
Subsidised software is available for Parish Councils but is not needed for this newsletter.

16. FINANCE
Financial Reconciliation - Presented to the Council.

Trafalgar Dinner - The Parish Council thanked S Thorogood, T Maton and J Mumford for their hard work which made the Trafalgar Dinner a success. A surplus of £126.12 from the ticket sales and raffle will be given to the Village Hall Committee for upkeep of the Village Hall.
Victim Support donation request - declined.

17. CLERK'S SALARY
Councillors agreed to pay the Clerk an extra 28 hours to cover attendance at CALC for the CiLCA training course. The Clerk will do some of the compilation of the portfolio in her own time.

18. ADMINISTRATION
Camping Close invoice to be sent to Mansion Farm.
