COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 13th March 2006 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham and D Thorogood, Councillors C Nix, S Thorogood, and T Maton. District Councillors, B Daters and A White (from 8.45pm). Clerk, H Merrick.

There were 2 members of the public present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from A White who was attending the Mepal Parish Council meeting and J Mumford.

3. MINUTES OF THE MEETING held on Monday 13th February 2006 were read, agreed and signed.

4. TALK BY ROSEMARY BURTON.
Rosemary Burton gave a talk on conservation areas. Clerk to contact E Hoggart regarding possible prejudicial interests and a dispensation to discuss conservation areas. Clerk also to research village design statements.

5. MATTERS ARISING.
Grudges Bank - This has now been fully repaired so has been opened. If any Parishioners see any criminal damage by four-wheel drive users they should report it to the Police on the non-emergency number.
Back Lane - K Keefe is contacting farmers and residents and is planning to clear the hedges back to normal size.
Rubbish Bin, Park Close - A new rubbish bin has been installed at Park Close.
Outstanding planning applications - 05/01276/OUT Outline permission for building plot at land adjacent to Vine Leigh Farm, 33 Main Street, Wardy Hill is still outstanding. 05/01355/FUL erection of dwelling and garage at land adjacent to Biddles Pingle, Gravel End, Coveney; amended plans have been received. Clerk to refer the Planning officer to the Parish Council's original letter objecting to the application.
Camping Close hedge - S Thorogood has written to J Palmer regarding cutting the hedge but the deadline is the second week in March.
Hedges - The hedges on the road between Wardy Hill and Witcham have been cut.

6. NEIGHBOURHOOD & COUNTRYSIDE WATCH
A CD player and CDs have been stolen from a car in Main Street, Coveney on 3rd/4th February. Cold callers have been trying to sell home security. There have also been reports of diesel thefts.

7. RUBBISH
The old storage unit (used by the former Youth Club) needs to be removed. The Parish Council agreed to pay half of the cost (up to £50) for a skip with the former Youth Club funds paying the other half. The Village Hall Committee to arrange the removal.

There will be a litter pick on 30th April at 10am meeting at 8 Main Street, Coveney.

8. FINANCIAL REGULATIONS
Councillors are to review the financial regulations before the next meeting to ensure that no changes need to be made.

9. PLAY AREA GRASS CUTTING
The Clerk had sort quotes for the Play Area grass cutting contract for 2006. A quote had been received from MJS Services at a cost of £28.75 per cut (14 cuts per year), an increase of £0.75 per cut. It was agreed to award the contract for 2006 to MJS Services. Clerk to write to MJS Services.

10. PLANNING
Some building work seems to be happening behind 4 Gravel End, Coveney. Clerk to contact ECDC planning department.

A White joined the meeting.

11. CORRESPONDENCE
Circulation Envelope (February) - no comments
CCC Rights of Way Improvement Plan - Put in circulation envelope.
CCC Streetscape Consultation - questionnaires were distributed to Parish Councillors.
ECDC Planning application response sheet - for information.
ECDC Joint Parish Forum - No items to add to agenda
Ely Perspective Welcome Pack - no action needed.
East Cambs Community Safety Partnership - Information regarding disposal of discarded needles and syringes. Clerk to put copy on notice boards.
Letter from Parishioner re: Parish Plan and new rubbish bin. - Thanking Parish Council and Parish Plan Steering Group for the Parish Plan and also the new rubbish bin at Park Close.
Parish Plan Draft Action Plan - Copies were given to Parish Councillors for discussion at the next meeting.

12. RISK ASSESSMENT
Risk Assessment sheets - C Nix and M Duffield are to carry out their assessments before the next meeting.

13. COMMUNICATION
The Coveney Flyer was given to Parish Councillors for distribution in the Parish.

14. FINANCE
Financial Reconciliation - Presented to the Council.
Income - VAT Repayment £148.77.
