COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 10th April 2006 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham and D Thorogood, Councillors C Nix, S Thorogood, J Mumford and T Maton. District Councillor, B Daters (from 8.20pm). Clerk, H Merrick.

There were 3 members of the public present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from B Daters who was attending the Mepal Parish Council meeting first and A White.

3. MINUTES OF THE MEETING held on Monday 13th March and Saturday 25th March 2006 were read, agreed and signed.

4. PARISH PLAN COMMITTEE MEMBERS
T Illingworth and A Gibbons presented the draft action plan arising from the Parish Plan. J Mumford agreed to fill in the current activities of the Council so it can be distributed at the Parish Meeting.

5. MATTERS ARISING.
Building works at 4 Gravel End, Coveney - The works do not require planning permission.
Disposal of Storage Unit - This has been removed.
Coveney Flyer - D Thorogood requires 34 copies for his distribution list.

6. NEIGHBOURHOOD & COUNTRYSIDE WATCH
If any one receives a card through their door for "Parcel Delivery Service - PDS" they should not telephone the number on the card as it is a premium "0906" number and the call will cost £15.

B Daters joined the meeting.

7. VILLAGE HALL COMMITTEE
The Parish Council had to elect a member to the Village Hall Committee. J Mumford was proposed by C Nix, seconded by S Thorogood and agreed unanimously.

8. FINANCIAL REGULATIONS
Councillors had reviewed the financial regulations. C Nix proposed that they were re-adopted, seconded by D Thorogood and agreed unanimously.

9. BYWAYS
Work is being carried out on Back Lane, Wardy Hill. Council agreed to a temporary closure to allow rest the route. Any other temporary closures will be discussed with K Keefe.
The kissing gate at Wardy Hill has now been installed.

10. PLANNING
05/01355/FUL Land adjacent to Biddles Pingle, Gravel End, Coveney. D Thorogood attended the site visit by the planning committee. The application has been refused.
06/00269/FUL Land south of Wayhead Farm, Old Lynn Drove, Wayhead. An amendment has been received giving precise location of proposed stables, stores and highway access - no action required.

11. CORRESPONDENCE

Letter from Mr Barrie Hawkins re: building works - Notification of building works. S Thorogood to take photographs of Pond Area before works take place.
ECDC Local Development Framework Parish Council meetings - 4/5 Councillors to attend on 31st May.

12. RISK ASSESSMENT
Risk Assessment sheets - C Nix and M Duffield have carried out their assessments. C Nix found some faults with the streetlights. Clerk to contact Cambridgeshire County Council. Clerk to find out if there is a standard format for risk assessment sheets. Clerk to publicise the discarded syringe disposal telephone number.

13. ADMINISTRATION
Clerk to write to village organisations to invite them to the Annual Parish Meeting..

14. FINANCE
Financial Reconciliation - To be distributed to Councillors with minutes
