COVENEY PARISH COUNCIL Minutes of the Ordinary Meeting held on Monday 12th June 2006 at 7.30pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chairs, D Thorogood and V Ingham, Councillors C Nix, S Thorogood, and T Maton. District Councillor, B Daters (until 9.25pm). Clerk, H Merrick.

There was 1 member of the public present.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
Apologies for absence were received from J Mumford and A White.

3. MINUTES OF THE MEETING
held on Monday 8th May and Thursday 1st June 2006 were read, agreed and signed.

4. MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Parish Plan Grant - The Clerk reported that none of the Parish Plan Grant advance needs to be repaid.
Street Lighting Repairs - Clerk to contact CCC to check that repairs have been carried out.

5. MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
C Nix declared a personal interest in item 14.
T Maton declared a personal interest in item 15.

6. PC KEVIN HUMBLE
Pc Humble was unable to attend. Clerk to invite him to another meeting.

7. PLAY AREA/MUGA
The Play Area inspection report has not been received. Clerk to chase up. If report shows the Igloo to be high/medium risk it would be uneconomic to repair and should be removed; V Ingham to contact A Smith. Clerk to contact Mick Oliver regarding Youth Club helping to paint the swing frames.

8. NEIGHBOURHOOD & COUNTRYSIDE WATCH
There was no reported crime in the Parish. The police crime report was put in the circulation envelope. Pc Humble is holding a police surgery in the Parish twice a month. There have been reports of a barking dog; Clerk to report to the Dog Warden.

9. LOCAL DEVELOPMENT FRAMEWORK MEETING 31ST MAY 2006
D Thorogood gave a verbal report regarding the LDF meeting. D Thorogood to complete the Core Strategy Preferred Options questionnaire.

10. GRASS CUTTING IN CHURCH CLOSE, COVENEY
Clerk to contact Hereward Housing regarding grass cutting outside 1 & 2 Church Close.

11. VILLAGE HALL CAR PARK
There is a lot of weed growth in the Car Park. Clerk to write to Village Hall committee to suggest a works party with help from the Parish Councillors.

12. TREES
V Ingham gave a report regarding a damaged tree outside the waste water treatment works. Highways have arranged for a tree surgeon to work with EDF Energy to remove the tree.

13. JOINTLY FUNDED MINOR HIGHWAYS IMPROVEMENTS 2007/08
There were no suggestions for bids. Clerk to contact Highways regarding repairs to passing places on West Fen Road and the road between Witcham and Wardy Hill.

14. FOOTPATHS
K Keefe sent an e-mail giving an update on works to the droves. Houses have been built by ECDC over part of Footpath 1. K Keefe is contacting ECDC regarding the situation. The Parish Council agreed that as this part of Footpath 1 does not appear to have been used for a long period it should be extinguished. C Nix did not take part in this discussion. Clerk to contact K Keefe.

15. PLANNING
06/00562/FUL Construction of wooden building to include hay and animal feed store, livestock shelter and stabling at The Shamba, Short Causeway, Coveney. Applicant Mr A A G Bensted & Ms J B Langley. Councillors had no objection to the application if it is for private use. T Maton did not take part in this discussion.
06/00269/FUL Change of use from agriculture to mixed use of horses, sheep and cattle grazing & erection of 3 stables & fodder store at land south of Wayhead Farm, Old Lynn Drove, Wayhead. Applicant Mr & Mrs A Snowball. Approved by ECDC.
05/01116/OUM Proposed Mereham development south of A1123, between Stretham and Wilburton. Parish Councillors support the objection as new housing should be decided by the Local Development Framework.
