COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 11th September 2006 at 7.40pm in the Village Hall, Coveney.

Present: Chair, M Duffield, Vice Chair, V Ingham and D Thorogood, Councillors C Nix, S Thorogood, J Mumford and T Maton. District Councillors, A White and B Daters (from 8.15pm). Clerk, H Merrick.

There were 6 members of the public present for the public forum.

1. HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2. APOLOGIES FOR ABSENCE.
There were no apologies for absence.

3. MINUTES OF THE MEETING
held on Monday 12th June 2006 were read, agreed (with the inclusion of the word "structure" in item 11) and signed.

4. MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Play Area - ECDC are going to carry out maintenance and repairs to the Play Area this week. The igloo has been removed.
Flooding at The Green, Wardy Hill - A reply has been received from Anglian Water. There has been further sewage flooding in the area. M Duffield to give the Clerk details. Clerk to write to Anglian Water.
Back Lane, Wardy Hill - K Keefe has carried out works and has closed the byway to vehicles to allow restoration of the surface.
Planning principles - A Dover from ECDC is going to contact the Clerk.

5. MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
T Maton declared an prejudicial interest for item 11.

Item 6 was deferred until the end of the meeting.

7. NEIGHBOURHOOD AND COUNTRYSIDE WATCH
PC Humble submitted a written report and will be attending next month's meeting. Hare coursers are back in small groups. Please report any incidents to Stephen Gidlow 01487 823848 / 07890455959 or Ellen Muirhead 01954 719285.

8. RETIREMENT OF REV. MALCOLM COOPER
Councillors decided to donate £5 each for a gift of a book token. D Thorogood to draft a letter of thanks.

9. WARDY HILL WORKS PARTY
A works party has been organised for Saturday 7th October at 2pm at The Green. C Nix has offered to cut the grass. A works party was also agreed for Coveney Pond on Saturday 21st October at 2pm. Clerk to advertise the works parties in the Parish Magazine and on the notice boards. Clerk to report vegetation encroaching on the footpaths in Main Street and School Lane, Coveney to Highways.

10. CAMPING CLOSE FIELD
A request has been made by a Parishioner to have the stile replaced by a kissing gate. It was decided that as there is a kissing gate further along it was not necessary to install another one.

T Maton left the meeting.

11. ALLOTMENTS
Two applications had been received from Parishioners who are existing allotment holders. After looking at the map it was decided to offer Mr R S Lucas allotments 20-23 and Mr A J Covell allotments 34-38 as it gives the convenience to the holders of larger blocks.

T Maton rejoined the meeting.

12. PLANNING
05/01355/FUL Construction of a detached house and integral garage at site between Biddles Pingle and Meadowcroft, Gravel End, Coveney. Applicant Mr & Mrs Kerridge. Notification of appeal. There are no further comments to add to the previous letter opposing planning permission.
06/00770/FUL Construction of a single storey extension at 4 Gravel End, Coveney. Applicant: Mr T Taylor-Shaw. Application withdrawn.
06/00575/FUL Construction of a 4 bedroom two storey house at site south of 14 Main Street, Coveney. Applicant Mr N Fyfe & Mrs A Powell. Approved by ECDC
06/00606/FUL Construction of a 4 bedroom two storey dwelling with detached cart shed/garage at land adjacent to Vine Leigh Farm 33 Main Street, Wardy Hill. Applicant Mr A Winters. Approved by ECDC.
ECDC Village envelope boundary maps. M Duffield will copy these for Councillors.
06/00969/AGN Construction of pole barn (storage and work area) at land north west of Willow Farm, Straight Drove, Coveney - Planning permission not required.

The annual return has been signed by the External Auditors with no comments.

6. RESIGNATION OF COUNCILLOR S THOROGOOD
S Thorogood handed the Clerk her letter of resignation. M Duffield said that she was sorry to see her go and thanked her for all of her hard work. Clerk to advertise the vacancy and inform the Returning officer.
