COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 24th July 2006 at 7.30pm in the Village Hall, Coveney.
Present: Chair, M Duffield, Vice Chair, V Ingham, Councillors C Nix, J Mumford and T Maton. District Councillor, A White. Clerk, H Merrick.
There were no members of the public present.

1.HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2.APOLOGIES FOR ABSENCE.
Apologies for absence were received from D Thorogood, S Thorogood and B Daters.

3.MINUTES OF THE MEETING held on Monday 12th June 2006 were read, agreed and signed.

4.MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Verge cutting - Grass cutting by Highways is done four times a year in the village and the verges outside the village are cut twice a year.
Street Lighting Repairs - CCC carried out repairs to the streetlights in April.
Village Hall Car Park - J Mumford will bring up the condition of the Car Park at the next Committee meeting.

5.MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
None.

6.YOUTH CLUB
It was agreed that the 4Corners Get Up & Go project should be transferred to the Office of Children and Young Peoples Services.

7.PLAY AREA/MUGA
Play Area safety report and maintenance. The Insurers require any medium risk items to be repaired before 19th August. It was agreed that the Clerk would find a contractor to carry out the work with a maximum spend of £300. V Ingham and C Nix will be organising the removal of the Igloo. The Clerk will put an article in the next newsletter setting out options for the future of the Play Area in order to recruit new volunteers for the Play Area Committee.
ECDC Play Strategy application - Clerk to fill in the grant application form for a new climbing frame suitable for 5-10 year olds.

8.WARDY HILL WORKS PARTY
It was agreed to hold a works party to tidy up The Green in Wardy Hill. The date will be agreed at the September meeting.

9.CAMPING CLOSE FIELD
The bottom half of the field has been cut for hay.

10.ALLOTMENTS
Nine allotments will become vacant in October. The Clerk is to advertise them in the Parish Magazine, on the notice boards and in the Ely Standard. Expenditure of up to £40 was agreed for advertising in the Ely Standard. The Clerk is also to write to existing allotment holders to invite them to apply.

11.PLANNING
06/00770/FUL Construction of a single storey extension at 4 Gravel End, Coveney. Applicant: Mr T Taylor-Shaw. There were no objections to this application.
06/00562/FUL Construction of wooden structure to include hay and animal feed store, livestock shelter and stabling at The Shamba, Short Causeway, Coveney. Approved by ECDC.

BT Public Payphone, Main Street, Coveney - standard letter received. Clerk to write again as no access to pre-paid cards in village.
Cambridgeshire ACRE new Community Development worker - send her a copy of the Parish Plan draft action plan with actions so far.
CALC Freedom of Information Act Event - not needed at present.
CALC Training Grants - Clerk to register interest (but not commitment).

13.NEWSLETTER
The Clerk requested suggestions for articles to include in the next newsletter.
