COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 9th October 2006 at 7.35pm in the Village Hall, Coveney.
Present: Vice Chairs, V Ingham and D Thorogood (acting Chair), Councillors J Mumford and T Maton. District Councillors, A White and B Daters (from 8.35pm). Clerk, H Merrick.
There were no members of the public present for the public forum.

1.HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2.APOLOGIES FOR ABSENCE.
There were apologies for absence from M Duffield and C Nix.

3.MINUTES OF THE MEETINGS held on Monday 11th September and Wednesday 20th September 2006 were read, agreed and signed.

4.PC KEVIN HUMBLE
Pc Humble was unable to attend the meeting.

5.MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Wardy Hill Works Party - M Duffield passed on her thanks to everyone who helped at the works party.
Sewage Treatment works - V Ingham reported that there was capacity for further housing development in Coveney.

6.MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
T Maton declared an prejudicial interest for item 11.

7.COUNCILLOR VACANCY AND RESIGNATION OF COUNCILLOR S THOROGOOD
The Clerk is to put up vacancy notices when ECDC confirm that an election has not been called. The closing date for applications will be before the next meeting. J Mumford is to purchase a small gift on behalf of the Councillors.

8.PROPOSED ARCHERY CLUB
A Parishioner has approached the Parish Council regarding setting up an archery club for the young people in the Parish. The Councillors greeted the proposition with enthusiasm. The Clerk is to write to the Parishioner and ask him to contact Mick Oliver.

9.PLAY AREA
Litter pick / rubbish bin emptying - J Mumford volunteered to carry out a litter pick in the Play Area. Cleanaway make a charge to empty bins in Play Areas so T Maton offered to empty the bins and put the rubbish out with the Village Hall rubbish.
Weekly maintenance check - A formal weekly check of the Play Area is needed. T Maton agreed to carry it out and report any problems to V Ingham. The Clerk is to produce check sheets.
Broken glass - Broken glass has been reported in the Play Area. This has been removed. The Clerk has contacted the Youth Club to ask them to pass on the message regarding the dangers of broken glass in the Play Area.
ECDC Play Area Assessment - report was read.
Grant applications to replace the Igloo and swing seats/chains - Clerk to research available grants.

10.CALC NEW CONSTITUTION PROPOSALS
The document was put in the circulation envelope. Councillors were asked to consider if they wanted to be representatives.
T Maton left the meeting.

11.ALLOTMENTS
Vacant allotments - The Clerk reported that Mr R Lucas did not want the allotments offered to him. It was agreed that all of the vacant allotments should be offered to Mr Covell who indicated in his application that he would be interested in taking all of the vacant allotments. Clerk to write to Mr Lucas and inform him of the decision, to find out how he had registered the allotments and let him know that the Parish Council are happy for him to continue with his current allotments which are in his name. Clerk to write to Mr Bye to let him know that his verbal agreement was not carried out.
Transfer of allotment - Mrs Lowson requested that her allotment be transferred to Mrs Newis Smith. It was agreed that the allotment could be transferred for the notice period but the allotment would have to be advertised next year when Mrs Newis Smith could apply for it.
T Maton rejoined the meeting.

12.PLANNING
06/00869/OUT Outline for detached house and garage at Land between Biddles Pingle and Meadow Croft, Gravel End, Coveney. Applicant: Mr & Mrs A Kerridge. Approved by ECDC.
Planning Committee's site visit protocol - this was read to Councillors.

The Clerk circulated proposed meeting dates for 2007
