| Minutes of the Ordinary Meeting held on Monday 13th November 2006 at 7.50pm in the Village Hall, Coveney.

| 1. | HEALTH AND SAFETY ANNOUNCEMENT.
|
| The Health and Safety announcement was read out by the Clerk
|
|
|
| 2. | APOLOGIES FOR ABSENCE.
|
| There were apologies for absence from T Maton.
|
|
|
| 4. | ALAN DOVER (ECDC PLANNING DEPARTMENT)
|
| A Dover took part in a lively question and answer session regarding the Planning department and planning decisions.
|
|
|
| 3. | MINUTES OF THE MEETING held on Monday 9th October 2006 were read, agreed and signed.
|
|
|
| 7. | COUNCILLOR VACANCY
|
| There were two candidates for the vacancy. Both candidates were given the opportunity to give a short presentation. The Councillors voted to co-opt M Franklin of Mansion Farm, Coveney. M Franklin signed the Declaration of Acceptance of Office and completed the register of financial and other interests.

| 5. | MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
|
| Play Area - D Thorogood and J Mumford emptied the rubbish bins in the Play Area. Cows have broken down the fence between the field and the MUGA. This is a recurring problem that is difficult to prevent.

| 6. | MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA

| None.
|
|
|
| 8. | COVENEY FEOFFEES
|
| D Thorogood has resigned from the Coveney Feoffees. This resulted in a vacancy for a Parish Council nominee. C Franklin was nominated by M Duffield, seconded by J Mumford and agreed by all Parish Councillors.
|
|
|
| 9. | ECDC TRAFFIC MANAGEMENT AREA JOINT COMMITTEE 16TH OCTOBER
|
| D Thorogood reported on the meeting. There will be a scheme to improve road markings and lighting at the junction of the A10 and West Fen Road. There was also a proposal for a roundabout at Witcham Toll.
|
|
|
| 10. | LDF WORKSHOP 5TH OCTOBER
|
| D Thorogood attended the workshop which had some useful discussion groups. Suggestions included another level of green belt for villages like Coveney.
|
|
|
| 11. | COVENEY POND WORKS PARTY
|
| D Thorogood and J Mumford attended the works party at the village pond.
|
|
|
| 12. | TRANSFER OF COVENEY MOWER AND STRIMMER FROM 8 MAIN STREET
|
| It was agreed that the mower and strimmer would be stored by C Nix at Home Farm.
|
|
|
| 13. | NEIGHBOURHOOD WATCH / COUNTRYSIDE WATCH
|
| S Thorogood has resigned as Neighbourhood Watch Co-ordinator and has informed Ely Police. Clerk to include a request for a volunteer in the next newsletter.
|
|
|
| 14. | RUBBISH
|
| There is rubbish on West Fen Road. Clerk to report. The village bonfire was not held on the village field this year because of livestock.
|
|
|
| 15. | COVENEY YOUTH CLUB ACCOUNT
|
| D Thorogood handed over the documents for the account. Parish council to nominate a new committee next meeting.
|
|
|
| 16. | ALLOTMENTS
|
| L Nutall has given 12 months notice on his allotment. Following the Public Forum it was agreed to hold an allotment tenants meeting at 7pm on 11th December. Clerk to inform all tenants.

| 17. | PLANNING
|
| 06/01170/FUL Two storey side extension, single storey front extension and kerb lowering across frontage at 3 Park Close, Coveney. Applicant Mr & Mrs M Holmes. Comments: inadequate surface drainage, absence of traditional front door and single storey front extension out of keeping with street scene.

| 06/01072/FUL Construction of a single storey extension for new living/dining room with bedroom and en-suite in loft at 4 Gravel End, Coveney. Applicant Mr & Mrs T Taylor-Shaw. Approved by ECDC.

| CPRE call for inspection - 12-14 Main Street, Coveney - CPRE investigated the decision but there is no way for the approval to be overturned.

|
| The meeting dates for 2007 were agreed.
|

| 19. | GOLF RANGE LIGHTS
|
| The lights on the golf range are frequently on until 11.30pm . Clerk to write a letter.

| The precept estimate is £8500, no increase from last year.

| M Duffield has carried out the Clerk's annual appraisal and gave the Councillors a verbal report.

| D Thorogood handed his letter of resignation to the Clerk. He was thanked by M Duffield and given a book token by Parish Councillors. Clerk to inform ECDC of his resignation.
