COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 11th December 2006 at 7.50pm in the Village Hall, Coveney.
Present: Chair, M Duffield, Vice Chair, V Ingham , Councillors C Nix, J Mumford, T Maton and M Franklin. District Councillors, B Daters and A White. Clerk, H Merrick.
There were 6 members of the public present.

1.HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2.APOLOGIES FOR ABSENCE.
There were no apologies for absence.

3.MINUTES OF THE MEETING held on Monday 13th November 2006 were read, agreed and signed.

4.MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Feoffees - C Franklin has joined the Feofees.
Rubbish - There is still rubbish near the new vet practice on West Fen Road. Clerk to report.

5.MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
T Maton declared a personal interest in item no. 7.

6.COUNCILLOR VACANCY
There were two candidates for the vacancy. Both candidates were given the opportunity to give a short presentation. The Councillors voted to co-opt N Border of Jasmine Farm, Wardy Hill. N Border signed the Declaration of Acceptance of Office and took away the register of financial and other interests to complete.

7.ALLOTMENTS
Parish Councillors agreed to the recommendation of the Allotment tenants meeting that, in the event of more than one application for a vacant allotment all applicants would be invited to the July meeting when the Parish Council would decide on the new tenant.

8.PLAY AREA
It was decided that the Parish Council would hold a meeting before the January meeting for Parishioners to attend. Clerk to put up posters and produce flyers.

9.DRAFT MINUTES
It was decided that draft minutes would no longer be displayed on the notice boards. The Clerk will put up signed minutes after the meeting.

10.NEIGHBOURHOOD WATCH CO-ORDINATOR
It was agreed to appoint Geoff Sore of Gravel End, Coveney as Neighbourhood Watch Co-ordinator.

11.COVENEY YOUTH CLUB COMMITTEE
It was agreed that J Mumford would find out signatories for the account from D Thorogood and the Clerk would be sent the bank statements.

12.PARISH COUNCILLOR DONATIONS TO LEAVING PRESENTS
Parish Councillors paid J Mumford for the leaving presents for D & S Thorogood.

13.PLANNING
06/01170/FUL Two storey side extension, single storey front extension and kerb lowering across frontage at 3 Park Close, Coveney. Applicant Mr & Mrs M Holmes. Refused by ECDC.

14.CLERKS PROFESSIONAL DEVELOPMENT COURSE
It was decided that the Clerk should undertake the Clerks Professional Development Course at CALC. The Clerk is to apply for the bursary which covers 75% of the cost.

16.FINANCE
Financial Reconciliation and budgetary control report - Given to Councillors

It was agreed to donate £25.00 to the Ely & District Citizens Advice Bureau (LGA 1972 s.142)

A bank mandate was completed to remove D & S Thorogood and add M Franklin as signatories to the bank accounts.

17.NEWSLETTER
The newsletter was given to Councillors to distribute.
