COVENEY PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday 8th January 2007 at 7.30pm in the Village Hall, Coveney.
Present: Chair, M Duffield, Vice Chair, V Ingham , Councillors C Nix, J Mumford, T Maton, M Franklin & N Border. District Councillors, B Daters and A White. Clerk, H Merrick.
There were 3 members of the public present.

1.HEALTH AND SAFETY ANNOUNCEMENT.
The Health and Safety announcement was read out by the Clerk

2.APOLOGIES FOR ABSENCE.
There were no apologies for absence.

3.MINUTES OF THE MEETING held on Monday 11th December 2006 were read, agreed and signed.

4.MATTERS ARISING FROM PREVIOUS MINUTES (FOR INFORMATION ONLY)
Youth Club Bank Account - J Mumford to clarify existing signatories with D Thorogood.
Change to Bank Mandate - M Franklin has returned the new bank mandate.
Neighbourhood Watch - Hare coursers have been reported in the area.

5.MEMBERS' DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
None.

6.PLAY AREA
At the Play Area meeting A Smith and J Nix resigned from the Coveney Sports Committee. Councillors thanked them for their hard work over the many years they have run the committee. A Smith and J Nix indicated that they would organise a maintenance day and help with a fundraising event. C Nix to draft a letter thanking the committee. Clerk to write to J Nix regarding accounts, bookings and bank accounts. V Ingham to investigate clockwork timers and low level lighting to cut down on electricity usage.

7.SEASONAL BYWAY CLOSURES
Karen Whymark is planning seasonal closures to vehicles during the winter on some byways in the Parish. This is to prevent damage to the byways. Gates will be installed but landowners will be given keys and held responsible for any damage. Clerk to thank Karen for her work on the byways.

8.EAST CAMBRIDGESHIRE INDEPENDENT REMUMERATION PANEL
The Local Authorities (Members' Allowances) (England) Regulations 2003 allow Parish Councils to pay an allowance to their councillors. It was agreed that Coveney Parish Councillors did not want this allowance paid to them.

9.PARISH PRECEPT 2007/08
The Clerk presented the budget for 2007/08 to the Council. The precept is to stay at £8500. Proposed C Nix seconded V Ingham and agreed by the Councillors.

10.CORRESPONDENCE (FOR INFORMATION ONLY)
Circulation Envelope (December) - no comments
CCC Budget Questionnaire - distributed to Councillors
Cambridgeshire Police Rural Community Question Time - no Councillors available to attend.
CPRE Planning Workshop - to be put on the next agenda

11.RISK ASSESSEMENT
Clerk to give copies of the risk assessment sheets to V Ingham. Areas will be reassigned at the next meeting.

12.FINANCE
Financial Reconciliation and budgetary control report - Given to Councillors
Income - £344.60 (allotments)
Expenditure:
It was decided to donate £120 to Coveney PCC for upkeep of the churchyard. It was also decided to renew membership of the War Memorials Trust. It was decided not to give a donation to Victim Support.
